Parker has jumped ahead of second-ranked Joshua and former champion Wladimir Klitschko of the Ukraine.
In a video message to Joshua, Parker challenged him
to fight for the right for a shot at the title, held by England's Tyson
Fury after he upset Klitschko to take the WBA, IBF and WBO titles three
months ago.
"Everyone knows that you and me want to become the world champion," Parker said.
"I'm
now ranked No.1 in the WBO, and you are ranked No.2. Come to New
Zealand and fight me for the No.1 position to see who fights Tyson Fury.
"You're a great fighter, but I'm not scared of you."
Parker
overpowered American southpaw Jason Bergman in Samoa late last month,
his sixth fight in 10 months, to extend his record to 18-0.
Joshua, who won gold at the 2012 London Olympics, has a 15-0 record.
